Insofern es sich um XML-gauges handelt kannst du dies mit einem normalen Texteditor machen.

Ansonsten ist das editieren eher ein Problem. Denn du benötigst den Quellcode, da dieser über einen Compiler in einen ausführbaren Code gewandelt wurde. Die meisten gauges sind selbstständige Programme auf dessen Code der FS zurückgreift. Du müsstest diese also rückführen in einen lesbaren Code den du dann bearbeiten kannst.

Ein gutes Programm zum erstellen eigener gauges ist easygauges.

Ansonsten könntest du auch mit Hilfe des FS2004 SDK und einem Texteditor arbeiten.

Sollte es dir aber nur darum gehen das aussehen des Panels zu verändern, dann ist das FS Panel Studio das Gunter vorgeschlagen hat ein sehr gutes Tool dafür.
